BLT Recreation Centre update

Last month, I sent a letter to Councillor Stoddard, District 12 requesting an update on the BLT Recreation Centre project.

Below for your review is the response issued by Halifax Regional Municipality (HRM), Parks and Recreation Department on this matter.

I will continue to monitor this project with great interest as it progresses and work to ensure that cost pressures are considered by all levels of government.

Parks and Recreation Department Update:

Thank you for your email regarding the Beechville, Lakeside, Timberlea (BLT) Recreation Centre.

Please be advised that the BLT Recreation Centre design team, under the leadership of Architecture 49, is working toward the completion of the conceptual design for the new Recreation Centre. The design team consists of HRM staff, as well as representatives from the community, which includes yourself and three members of the BLT Community Consultation Committee. The composition of the design team was established so that the needs and wants of the community are identified through this design process.

When the design team has completed the conceptual design, a community open house will be held, so the design of the new BLT Recreation Centre can be shared with the community. The open house will be an opportunity for the community to provide feedback on the design.

Regarding the timeline for the construction and completion of the Recreation Centre, currently the project is on schedule for construction to start in the fall of 2022 and for the building to be completed in 2025.

As you are most likely aware, COVID-19 has resulted in increased construction costs that are approximately 30% higher than pre-COVID levels; there is risk that the current available budget may not be adequate. Currently staff are working with the architects to provide a Class B estimate, which will determine whether, and to what extent estimates exceed budget.

The design team is still considering various gymnasium sizes for the facility. This analysis includes balancing the needs of the community, while at the same time being aware that the cost is still a determinant when considering a full size/double gymnasium.

Communicating the progress of this very exciting project is a priority for the BLT project team, therefore, periodic updates will be provided to the residents of Beechville, Lakeside, and Timberlea through Public Service Announcements, Social Media updates, HRM website updates, and at the Community Open House.
